PALUMBO SOCCER CLUB TOURNAMENT RULES

  • Teams are comprised over 5 players each (4 outfield players and 1 GK)
  •  Games will be 20 minutes; no halftime
  • There is no overtime, injury time, or stoppage time in the games
  • There is no offsides
  • 3-point arc to the end line will be designated as the “Penalty Area”
  • All substitutions (including GK) are on the fly, except in the case of an injury
  • Substitutes must stand in front of their team’s bench and be “tagged” in by the field player who is exiting the field; substitute cannot enter the field of play before being “tagged” in; failure to do so results in an indirect free kick where the ball is on the field when the infraction occurred
  • No player is allowed to play for more than 1 team in the tournament for the duration of the event.
  • Tournament is a 1-day, indoor Futsal event. In the case of extreme weather or other unavoidable natural events that cause a cancellation of the tournament, all teams will receive a full refund of their tournament fees.
     
  • Restarts
    • Kickoff - opposing team must give 5 yards until ball is in play; kickoff is indirect; kickoffs occur at the beginning of the game and after each goal
    • Kick Ins – opposing team must give 5 yards until ball is in play; kick ins are indirect; team kicking ball in has 5 seconds to put the ball into play; ball must be placed on or behind the touchline within 6 inches
    • Goal Clearance (Goal Kick) – when ball is touched over the endline by the attacking team, the opposing team’s GK has 5 seconds to throw or roll (not kick) the ball back in play upon retrieving it. Ball must leave penalty area before being touched by either team. If either team touches ball before leaving penalty area, GK gets to re-distribute
    • Corner Kicks – opposing team must give 5 yards until ball is in play; corner kicks are direct; team taking corner kick has 5 seconds to put the ball into play
    • Penalty Kicks – take from the top of the 3 pt arc by a clearly identified kicker; defenders must be 15 feet away from the ball and cannot be within the Penalty Area
    • Ceiling / Backboard – if ball hits the ceiling or backboard, it is deemed out of play. Team that did not kick the ball out of play is awarded a kick-in re-start parallel to the closest touchline
       
  •  Fouls and Misconduct
    •  NO SLIDE TACKLING – if a deliberate slide tackle is called, the opposing team will be awarded a direct free kick from the spot of the foul; GKs can slide in an attempt to collect the ball
    • Indirect / Direct Free Kicks – team awarded a free kick has 5 seconds to put the ball back in play; opposing team’s wall (if used) must be at least 15 feet from the ball or on the goal line if closer than 15 feet
    • Advantage – Referee has the discretion to play “advantage” if the situation warrants it
    • Sending Off – If a player is deemed to maliciously foul a player with the intent to injure, strikes or kicks another player intentionally, spits at a player, incites a fight, or performs any other egregious activity, he / she shall be sent off an issued a red card. Team will play down a man for 2 minutes, at which point they can use a substitute to return to full strength. Player receiving red card must sit out remainder of game and following game.
    • All referee decisions are final and should not be argued 
       
  • Goalkeeper  
    • GK must wear a different colored shirt than field players on his / her team
    • GK has 5 seconds to release the ball into play upon gaining possession in any way; if ball is not released within 5 seconds, opposing team is awarded a corner kick
    • GK cannot pick up pass-back with his hands, but can play ball with his feet (no limit) o GK may receive a kick-in directly
    • GK must distribute from his hands and cannot punt or drop-kick; GK is allowed to distribute to himself
    • GK may throw the ball across the halfway line, but not into the opposing team’s Penalty Area on the fly
       
  • Standings
    • All teams are guaranteed 4 games
    • 3 points awarded for a win, 1 point for a tie, 0 points for a loss
    • Tiebreakers for standings are as follows: 
      • Head to head record
      • Goal differential (max of +/- 4 goals per game) ▪
      • Goals allowed
      • Coin Flip o Not all age groups will have playoffs. Based on number of teams in an age group, format may either have playoffs or may be a true round-robin
         
    • Conduct
      • Any parent or other spectator must sit on the bleachers; there is absolutely no standing on the gym floor itself or behind either goal
      • Players must sit on the opposite side of the bleachers, either on a bench or the floor. Parents are players will not sit on the same side
      • Teams scheduled to play the next game can either wait in the gym foyer, back room, or stand behind the bleachers in the gym. There is absolutely no standing on the gym floor itself or behind either goal
      • Once the game ends, participating teams must leave the court immediately so that the next game’s teams can get ready to play. There will be approximately 4-5 minutes between games.
      • If a coach wants to address his team before or after the game, please do so outside of the gym
      • Coaches are responsible for their players’, parents’, and own behavior
      • Please remember that this will be a competitive, but FUN tournament. It’s pre-season Futsal…a great training opportunity to get the players transitioned from the outdoor to the indoor environment. Please keep everything in perspective.
